The SBV's inverters are floating relative to the earth terminal. So the AC voltage that you measure between output L/N and PE is just some capacitive coupling, if the AC input is disconnected. If the AC input is active, the output will be connected straight through to it, so one of the output terminals will then be tied to grid neutral.
