When you have a Shelly or Zendure power meter you need to connect your solar panels to that power meter via a API in the settings of that power meter, and connect that power meter in your Zendure app settings. To get an API code you need to make a request for that at the manufacturer of your solar inverter. You then should be able to charge your solar power first, before it charges from the grid.
