SOC Levels are always just calculated based on the counted charge during usage. The battery just has two set-points, the lower voltage boundary for 0% SOC and the upper voltage boundary for 100% SOC. If the battery is rarely discharged or charged conpletly, the SOC values may be incorrect as you have shown in your image.
